Kardashev ranked civilizations by the power they can command rather than by anything they believe, build, or say about themselves. Type I commands the power reaching a planet, Type II the output of a star, Type III that of a galaxy. The ranking is a statement about energy and nothing else, which is the reason it keeps getting borrowed by people arguing about compute.
The borrowing is usually careless. A scale built to compare civilizations across geological time gets pointed at a buildout with an earnings call attached to it, and the comparison flatters the buildout every time. What survives the borrowing is the underlying move, and the underlying move is a good one: rank the thing by the power it draws, because power is the constraint that does not negotiate.
